The Civic Side of TECHnocracy
Personal Democracy Forum is an annual conference launched in 2004 in New York as an event gathering each year approx. 1,000 top technologists, campaigners, hackers, opinion-makers, government officials, journalists, and academics for two days of game-changing talks, workshops, and networking opportunities. PDF New York is organised by the community focused around the Manhattan Civic Hall. Currently, regional PDF conferences regularly take place in multiple cities worldwide bringing together local experts to discuss specific civic tech challenges.
Following last year's positive experience, PDF Ukraine will be organized in Kyiv for the second time on 25-26 September, 2017. This time we are going to focus both on the positive tendencies and possible risks that can be brought by technology. “How to use technology for human-oriented solutions without creating new risks?” will be an overarching question we will try to answer.
We share hopes that technology will bring more democracy, cooperation and inclusiveness. But we are also aware of dangers and disappointments which can materialize with active use of technologies. Technology is not only characterized by its positive or negative impact. It is also followed by new social and political challenges with no clear responses. As civic activists we cannot ignore these developments. We feel responsibility to look for solutions and form recommendations to overcome these challenges.

In the very center of Kyiv, at the foot of Cherepanova hill, is located one of the largest in Europe sports complex, which since 1996 bears the name "National Sports Complex "Olimpiyskiy". Its central part is a large sports arena with football field, athletic tracks and two-tirered stands for spectators.
The 12th of September, 1923 is considered to be the Stadium Birthday, when at the "Red Stadium named after L. Trotskiy" took place first competitions of Kyiv region Olympic Games. The stadium project was designed by a young engineer L.I. Pilvinskiy. The slopes of Cherepanova hill were used for construction of Southern and Eastern stands. The Northern and Western stands were constructed on remains of buildings, covered by soil.
